Why your city has no third place

Ray Oldenburg’s idea was simple enough that it has survived being repeated badly for thirty years. You have a first place, home. A second place, work. And you need a third: somewhere you can go, without an appointment, without spending much, where you will probably run into people you half-know. The barbershop. The church hall between services. The corner café where nobody minds a slow cup. The bench outside the shop where the same four men have argued about the same league table since before you were born. The usual explanation is wrong We generally blame the internet, and it is not nothing. But the timeline does not fit. In most cities the decline was well advanced before broadband, and the causes were mundane and mostly economic. Commercial rent per square metre rose faster than what a customer occupying that metre would spend. A café that lets you sit for two hours over one coffee is running an unaffordable business, so the seating gets harder and the wifi gets a time limit. Licensing and insurance made informal use of space expensive. The hall that used to be lent out on a handshake now needs a risk assessment and a certificate. Zoning separated where people live from where they might gather, and put a car journey between them. Sitting somewhere without buying anything was steadily reclassified — first as loitering, then as a policing matter, then as something to design out with armrests in the middle of benches. You can read a city’s attitude to its public in its benches. Every armrest is a sentence about who is not welcome to stay. What replaced it Two things, neither of them substitutes. The first is programmed space: the pop-up, the ticketed event, the members’ club. Sociable, but scheduled, paid for, and curated — which means it cannot produce the specific thing a third place produced, which is unplanned contact with people not like you. The second is the platform, which gives you the contact and removes the place. You can find your people, precisely, at any hour. What you cannot do is run into somebody you would never have chosen, and discover over eleven months of low-stakes proximity that you were wrong about them. What still works The survivors, in my city, have one thing in common: their economics do not depend on turning over the seat. The mosque and the church. The public library, which is why the campaign to defend libraries is not sentimental. The park, where it is maintained and lit. The market, where the trader’s margin comes from volume and a lingering crowd is an asset rather than a cost. Which suggests the intervention is less about culture than it looks. A third place needs somewhere the rent is not charged per occupied minute. Where that condition exists, people do the rest themselves, and always have.
